      <image:title>Curriculum - Curriculum</image:title>
      <image:caption>To further improve the quality of the first year of the elementary program, four key features of the curriculum will be crafted. First is preparation of curriculum. Second is establishing simple and effective classroom management and school culture/climate practices. Third is helping new students and staff navigate quickly into a safe and cooperative school space and time together. Fourth is ensuring that as many classrooms and building components are in place and functioning as possible before classes start. The goal is that school starts well and students quickly ease into engaged learning and relationship building. To achieve this, we must find ways to minimize confusion and imposing too many simultaneous “learning-curves” on teachers, staff, students and families. A K-4 program will be developed that fits well with Metro School’s current program designs and teacher teaching and collaboration practices, especially focused on serving a high number of English Language Learners. Final decisions on curriculum choices will be made based on a review and adoption process for the program. Set Academy’s curriculum will be rigorously aligned to the Minnesota Academic Standards. The elementary academic program will also emphasize the literacy and comprehension strategies as a building block of our Literacy Framework initiative where students receive explicit reading and writing support in English, Science, and Social Studies. This is an especially valuable approach for English Language Learners who need many opportunities to read, write, and speak and it helps most other students as well. Another design feature is individual student goal setting through conferences with teachers, advisors, parents, and other students. This is particularly important for EL students to help them establish personal vision and goals for mastering English. Set Academy will adapt its Academic Literacy courses that involve teachers and EL teachers coteaching with a focus on literacy for K-4th grade students. All K-4th grade students will receive Academic Literacy lessons based on their WIDA levels and needs, and EL teachers will support teachers in understanding and practicing instructional practices that align content standards with WIDA ‘I-can’ statements.  This helps ensure that instruction matches student language levels, that activities are aligned with student abilities, and language acquisition and academic growth are at the forefront. Then over time Set Academy’s curriculum will be modified and integrated to use students' lived experiences to enhance learning in each of the subject areas. See research and applications developed in part by Bhaskar Upadhyay at the University of Minnesota, St. Paul, MN. Incorporating students' lived experiences helps them bridge from personal knowledge and understanding into all the academic subjects such as language arts, mathematics, social studies, science, environmental education. This will enhance students' understanding of new academic content and provide relevance to improve motivation for learning. This kind of curricular integration will take time so Set Academy will start with its selected curricula resources and then craft lessons and units that connect students' lived experiences with particular standards and benchmarks in the various subjects. This approach will help ELL students and Special Education students to enable them to construct new knowledge growing from their life experiences. For reading, staff utilize teaching methods defined by the National Reading Panel and Balanced Literacy strategies for teaching reading. Skills are implemented within a Balanced Literacy instructional approach within the Readers and Writers Workshop framework of instruction. Key elements of the framework include: Interactive Read Aloud, Modeled Shared Readings, Guided Reading, Phonics/Word Study, Rigorous Independent Reading, and Literature Circles. Set Academy will use Reading A to Z and the CHUNK as key reading curriculum resources. In math Set Academy plans to utilize the Envisions mathematics curriculum, which aligns with the Minnesota Mathematics Standards. The Envisions curriculum has the advantage of providing a more visual approach to helping students understand math concepts. Set Academy’s elementary science curriculum will inspire thinking skills necessary for scientific inquiry and to introduce students to the wonder of science. Set Academy plans to adopt FOSS and Discovery Education as primary resources. The FOSS (Full Option Science System) hands-on curriculum, developed by the industry-leading Lawrence Hall of Science at the University of California-Berkeley, engages students through activity-based learning and investigations. Discovery Education Discovery Education Experience is a simple-to-use online learning platform that combines dynamic curated curriculum content (a rich video library) with teaching strategies and tools. The social studies curriculum will engage students in learning about government, economics, culture, and geography from past, present, and future aspects of society. Set Academy will also utilize lessons on a variety of topics in history, economics, citizenship, government, and geography from the National Council for Social Studies Online National Teachers’ Library, Minnesota Center for Social Studies Education, the Minnesota History Museum, and National Geographic. Elements of our social studies program will include the NCSS Online National Teachers’ Library, Minnesota Center for Social Studies Education, the Minnesota History Museum, and National Geographic provide online detailed lesson plans for teachers to follow on a variety of topics in history, economics, citizenship, government, and geography. Northern Lights 2nd edition created by the Minnesota Historical Society is also planned for use and meets Minnesota social studies standards. Northern Lights materials include interactive investigations that reference primary sources and make connections among history, civics, economics, and geography. This includes enriched American Indian content. IXL is an online resource for supplemental content in reading, math, and social studies that Set Academy also plans to utilize.</image:caption>

The authorizer has provided valuable teaching experience for teachers and helps Metro Schools’ students to learn more about the environment and its protection.       <image:title>Admissions Policy - Metro Schools &amp; SET Academy Admissions Policy</image:title>
      <image:caption>Eligibility: Metro Schools allows children residing in a Minnesota school district to attend for their appropriate grade level. Metro does not exclude nor discriminate based on national origin,  race, ethnicity, income, religion, creed, disability, gender sexual orientation, or any other protected class. Metro shall make reasonable accommodations for students with limited English proficiency, special needs, and disabilities.   Enrollment Preference: Metro gives preference to siblings of enrolled pupils and to foster children of the pupil’s parents. Metro also gives preference to the children of staff before accepting other pupils by lot.   (1) Annual Procedure of Board:    a. Establishes by October 1st the open enrollment period applicable to the following school year’s admissions.   b. Publishes by October 1st:   i. Metro’s enrollment application applicable to the following school year, and  ii. This Admissions and Lottery Policy.   c. Establishes and publishes by February 1st the Available Capacity by Grade form applicable to the following school year. The available capacity by grade will be established as a set number for each grade.   (2) Notice to Parents of Currently Enrolled Students and Staff Employed at the School: Prior to the beginning of the open enrollment period, the school provides notice of the open enrollment period to parents of currently enrolled students and staff so that siblings of currently enrolled students and children of staff may submit a timely application.   (3) Application Processing: One application must be submitted for each student (including siblings from multiple births.). Each enrollment application received is date-stamped for record-keeping. There is no application or waiting list carries over from year to year. Applicants must submit a new application during each open enrollment period (once a year).    (4) Admission for Applications Received During Open Enrollment: All applications received  during the open enrollment period are automatically admitted) unless more applications are received than the available capacity established by the Board for the applicable grade(s). In this situation, siblings of currently enrolled students and children of staff employed at the school are admitted and all other submitted applications for such grade(s) are placed in the lottery.  (5) General Lottery: If the number of applications received during the open enrollment period exceeds available capacity established by the Board for any grade (and after siblings of enrolled students who submitted timely applications are already admitted, and after all children of staff employed at the school who submitted a timely application are already admitted), the school conducts a general lottery. All applications for each such grade(s) (excluding applications from siblings of already enrolled students and excluding applications from children of staff employed at the school) received before the expiration of the open enrollment period are included in the general lottery. Students are admitted to the school in the order in which they are drawn in the lottery, as long as there is available capacity as determined by the Board for the applicable grade(s). If all available capacity in any grade is filled, the lottery continues and establishes the general waiting list for each such grade in the order drawn, until all applications are drawn. If a  student is admitted through the general lottery and that student has one or more siblings in other grades also subject to a lottery, those siblings are automatically admitted once the student becomes an enrolled student.   (6) Admission for Applications Received Outside of Open Enrollment:   a. A student who submits an application outside of the open enrollment period is automatically admitted as long as there is available capacity in the applicable grade as established by the Board in the order received. If, or once, there is no available capacity in any grade, applications are added to the applicable waiting list for each such grade, in the order received. Applications by siblings of current students and children of staff employed at the school are admitted. The parents/guardians of a student seeking admission pursuant to this provision will be strongly encouraged to meet with the school’s Academic Director before admission to discuss enrollment expectations, transportation needs, the child’s start date, and siblings who may be on the waiting list or want to be added to it.   b. Parent/guardian notification of an enrollment opening (for a student on the lottery waitlist or a  lateral entry) will be by letter. Procedures and timing for response to the offer of enrollment will be provided in the letter. Students who decline will be removed from the waiting list. A failure to respond to the offer of enrollment within the time period stated in the offer letter constitutes a  decline and the student will be removed from the waiting list. It is the responsibility of parents/guardians of students on waitlists to keep Metro informed of current contact information. Once the decision has been made to enroll, the parents/guardians must provide the current report card or transcript from the student’s previous school, and inform staff if the student is receiving services on a 504 plan or receiving special education services.   (7) Metro conducts all lotteries through a method of computerized random selection.   (8) Metro shall not distribute any services or goods of value to students, parents, or guardians as an inducement, term, or condition of enrolling a student in a charter school.</image:caption>

      <image:title>Our Approach - Our Approach</image:title>
      <image:caption>Set Academy will reflect many aspects of Metro’s instructional approaches but designed for elementary grade-level abilities. We will utilize practices for regular and special student populations for reading and literacy, mathematics, environmental education, and other valuable subjects and any other learning needs that arise. Key elements will include: Backward Design - Set Academy teachers will analyze student MCA results from the previous year and MAP results to identify key concepts and skills that students need to master to become grade-level proficient. Then they will identify assessments that measure mastery of those benchmarks and identify curriculum resources that will help students understand the concepts and develop the skills that lead to mastery. This is commonly referred to as “backwards lesson design.” Teachers also will utilize Bloom’s Taxonomy and Depth of Knowledge (DOK) in their objectives, lesson planning, and instruction. Each lesson will include a pathway for students to go up the ladder towards higher levels of thinking. RTI - Teachers will meet weekly in teams to analyze assessment results and devise interventions for students not reaching grade level in reading and math. Teachers will use the Fountas and Pinnell reading level assessment system to assess students' reading levels. Set Academy also will use internally developed or selected benchmark assessments directly aligned with Minnesota standards on a bi-weekly basis to determine grade level proficiency in reading. The students will also be assessed in reading and math through NWEA MAP twice a year. Set Academy will continue to make a significant investment in Chromebooks and will also utilize an online library and curriculum resource. Set Academy’s teachers will use the online books during guided reading, independent reading, and mini-lessons. Reading Corps – Set Academy plans to find Reading Corps staff tutors for one-on-one tutoring using research-based specific interventions. This provides K-3 students additional practice to improve deficient skills such as letter-sound and nonsense word fluency correspondence, phoneme blending, phoneme segmenting, word blending, repeated reading with comprehension, and oral reading fluency. This strategy is most effective for those students who are closest to achieving grade-level reading standards and will improve their performance in a timely manner. Title One - The Title I program will also have a specific focus on reading literacy. The Title I teacher will work with one-on-one or small groups of students focusing on increasing the students reading skills. English Language Learners (ELL) - Set Academy likely will have a high percentage of students that are identified as English Language Learners. Set Academy will hire ESL teachers to support the language skills of ELL students. English Language Learners are identified at the beginning of each year by the MNLS Survey. Only a student whose parents have a completed Minnesota Language Survey (MNLS), participated in the grade-appropriate English language screening assessment, and has been identified as an English learner will be enrolled in an English language educational program. Set Academy will use two primary methods to serve ELLs - individual/small group support and co-teaching. Co-teaching is an ongoing process that requires teachers to communicate more intimately with each other and with their students; and incorporates well-planned, team-taught lessons. Leadership Team - The overall Set Academy Leadership Team will meet on a regular basis to review benchmark data and plan aligned professional development activities to support teachers in helping students that are not achieving their full potential.</image:caption>

This is an especially valuable approach for English Language Learners who need many opportunities to read, write, and speak and it helps most other students as well. Another design feature is individual student goal setting through conferences with teachers, advisors, parents, and other students. This is particularly important for EL students to help them establish personal vision and goals for mastering English. Then over time Metro curriculum will be modified and integrated to use students' lived experiences to enhance learning in each of the subject areas.</image:caption>
